The piece says "Magonismo," with the eagle in the circle in place of an "O." Magonismo is basically Mexican anarchism...

@ katchaturian: the structure/surface painted for this is a "mampara" with wood panels, not canvas. also, not everyone involved is a "graffiti" artist in the orthodox sense of the term. the project had as a goal creating a collaborative mural by diverse artists that could be preserved. only some of the participants are writers. the building itself is considered a historical monument, so it made more sense to the hosting organization to build the mampara. the walls all around there ARE bombed, however, and I'll soon be posting photos that I hope are more along the lines of your definition of "graffiti."
